I am not sure if there is a regulation in this regard, but as far as I am
concerned it is prudent. First, you are you gaining continual experience
in interpreting what is on the radar screen. Second, in more open water
type of situations, I frequently notice another vessel on radar before I
notice it visually -- especially when it is abeam or astern of me. I
suppose IF you have radar and have an accident and IF the radar was not
on that you would be held to a greater liability. But what says the list
on this?
