I have no idea what he might have meant by "reactor", but contacters are
just heavy duty electro-magnetic switches that allow small currents (12vdc
to 120vac) to turn big currents on and off.  If the contacts on the
contacter have been melted away or are fused, that could be what is burning.
Replacement should be very simple, and they're usually available on eBay or
Craig's List for a fraction of retail cost.
