 If it was my boat, my next step would be to have 
the upholstery cleaned. I mean every single piece 
of cloth on the boat, curtains, towels, seat 
cushions everything.
 Have it done by a professional, tell them the 
cause of the odor.
 While the upholstery is being cleaned wipe down 
all the interior surfaces with Windex, followed by 
hot water. Then dry.
 Have the bilges steam cleaned (this will help 
with other odors too).
 As a smoker I have learned that odors permeate 
the upholstery and only a professional cleaning 
really gets it out.
 Not worth doing in my case as I am not going to 
stop smoking...

 A good spray with Fabreeze may help for a single 
day, or even two, but is a loosing proposition 
because that stuff stinks too...
