T&T: Washington State tax laws for boats

Since Washington State tax laws affecting visiting boaters have changed 
since I was last in Puget Sound, does anyone know a source where I can 
check these.  I am seeing a 12.5% tax on most marina berth rates and I 
am hearing that you
have 180 days and then something happens. Are these related or is there 
another tax for people from out of
state?
