Instead of Velcro you might try small magnets sewn inside the cloth.  
Wal-Mart sells some the size of a quarter and smaller. They also have some good  
double sticky red tape in the house number department that you can use to stick  
the other magnet on the window frame. I use these to hold hanging accordion  
blinds against the frame on the bottom.
