T&T: Boater ID

As a military person (being retired doesn't make me "ex-military," just less
directly active), I am usually all for security issues, but the boater ID
idea doesn't seem well conceived.

Just one example:  Do they expect all IDs and boats to match up?  What
happens when I deliver or borrow a boat?  Do I have to have a notarized
paper trial, for god's sake?
