We already have one. It's called a passport!
Has pretty good security built into it and it keeps getting better.

If you ever plan on leaving the US and returning you'll need one soon in any
case for all types of entry even for US Citizens.

We currently need it for all our boating and I think on Jan 1st every boater
who comes back into the US will need one. This is creating havoc in the
Caribbean tourist business. So entering from Canada, Mexico, etc you'll need
it sooner or later.

Why fuss with another layer of useless red tape?
