I guess I looked at it another way.  Sure, the RF generator requires power
in order to work.  But it is entirely possible that the heat generated by
the burning salt water is greater than the energy required to power the RF
generator.  I am aware of the concept of perpetual motion but there's
another "fuel" here - the salt water itself.

If this guy found a particular RF frequency and power level that can release
the hydrogen and oxygen from the salt water, it could be burning those gases
to produce the heat.  That could be enough to then power the RF generator
and produce extra energy.  Of course, it would consume salt water in the
process but I know where you can get a lot of that pretty inexpensively.
