The US Environmental Protection Agency (EPA) issued a notice stating that it
granted California authorization to regulate (within the state) marine
spark-ignition engines for outboard and personal watercraft and the first tier
of inboard and sterndrive engines with regard to air emissions.  72 Fed. Reg.
