T&T: Licensing?

Eric:  As you are from California you should know, the boaters of  California 
sponsored legislation to do just that, by doubling the vessel  registration 
fees to go to law enforcement.

Now, who  wants to be the first to vote in favor
of increasing the budgets of the  Coast Guard,
local water cops, and state Fish and Game Officers
by, say  1000% so there will be better
enforcement????
