The key words are "synthetic iron oxide".

There are numerous hits in google to "synthetic iron oxide". Transparent 
implies that the pigment is of such a particle size and shape that when 
dispersed the result is a transparent coating. Not that the "iron oxide" 
itself is necessarily transparent in high concentrations.

There are 2 components to this situation. The coating itself and the 
additives; pigments and other ingredients.

It's hard to tell if this is a major breakthrough or just a way of 
hyping on old horse.

You remember what Ethan Edwards said in the movie "The Searchers", words 
written by Alan Le May in his book? A Comanch comes upon a dead horse, 
he gets it up again and rides it another twenty miles, then eats him.

You don't suppose there is a business model in all that?
