With great fear and trepidation, may I suggest that mandatory licensing or
certification of all boaters which includes mandatory boating safety
education and/or testing is a way to insure that everyone on the water has
at least READ the Navigation Rules and passed a test on them.  After more
than 60 years under both sail and power, I am convinced that the great
majority of boating "accidents" are a result of ignorance and sheer
stupidity.  A very basic education in boating safety and the
Rules-of-the-Road, can't do anything but improve the situation.
