It's going to pick up in the vicinity of a 20 deg. rise, if they're both 
the same size, check the discharge temps if they're separate. That'll 
tell you more. You can also check head pressure on the condensers. I'd 
be very reluctant to add a valve, just another potential service 
problem. Less is more. If you want to do anything, acid clean the 
seawater condensing circuit on the units. Depending on conditions, you 
can get some accumulation of varying degrees on the insides of the 
exchangers, a good cleaning would provide the best benefit for the time 
invested.
