Hey Jeff,
Which port do you want to pass on?  Mine's up in Bay City :), or did you 
mean something else, let's see, my Chapmans is around here somewhere.  My 
guess that the answer to all of this is that sometime down the line, there 
will have to be some sort of test (I am NOT in favor of this) for anyone 
operating a boat that would show at least a basic understanding of the rules 
of the road, emergency procedures, radio procedure etc.  OR parents and 
teachers could install a deep-rooted sense of personal and moral 
responsibility in their children...  OK I'm off my soapbox
