T&T: you may really hear a whistle

As I interpret the Colregs on this, it appears to me the bouy tender (CG vessel) thought HE was in either a crossing or meeting situation and was thus allowed/required to sound the signal as either a initial or a reply. If he had been stationary but bow away, then he would not have been in compliance to initiate the whistle signal. 
   
  If on the other hand you thought you were in an overtaking situation then you should sound first and in this particular case two whistles keeps you out of the danger area...
   
  His two whistle signal was better than a five short blast signal also in that he not only indicated (implicit) danger in your choice but advised (commanded) the direction you alter to stay out of it. If Coleen had not turned to port I would take a guess that 5 short blasts would have been forthcoming...
   
  So, in my reading...two whistles was appropriate signal.
