T&T: Can you over zinc a boat?

The first thing that jumps out at me is, since it was on the swim 
platform...was there a zinc on the platform supports or a bond to any other 
source of zinc?  I don't think the platform is protected by zincs on shafts 
or the hull unless there is a bond to it....is it a steel hull?  Was the 
stainless steel bolt submerged?...if so that may be your problem.
