T&T: Toilet won't flush

Odds are that a female guest has left you a present.  The
string gets stuck on the impeller, and the cotton portion
just goes round and round.  I can't tell you how often that
happened on a dinner boat I ran despite big signs,
convenience bags, and little waste containers.

Dollars to donuts - that is probably your problem.
