T&T: Toilet won't flush

I think I have a similar head. It seems to work better if you do
several short flushes (two or three seconds each) rather than one long
one. It seems that the "empty" section of the pump starts
immediately, but the "fill" section takes a couple of seconds to get
working. Doing a long flush fills the bowl before the "empty" pump
gets a chance to do its thing. Multiple short flushes permits the
"empty" pump to clear the bowl before too much new water comes in.
