Yes, somewhat, but oil would squirt out the bleed screws every time
you moved the tiller.
A better solution would be to install a valve in parallel with the
cylinder - open the valve to allow oil to flow freely between the ends
of the cylinder as you steer. Close the valve for normal operations.
