I am suspicious of the official answer above.

1. The bowl acts as a sump to catch water. The efficiency of that 
settling action is highly dependent on the size of the water droplets, 
small ones being harder to filter out. The bowl cannot possibly be 100% 
efficient, and it is most likely to allow extremly fine droplets to 
reach the filter, if anything.
2. If the water is in an emulsified state, which is very unlikely, then 
there is likely to be no settling out of the water at all. In which case 
the filter media will have to catch the water.
3. The "aquablock" feature is reported to be simple corn starch. The 
corn starch will absorb water and when it does it expands. Wherever 
water has contacted the corn starch which is coated on the filter paper, 
the passage of water or diesel is blocked. Once the entire surface of 
the filter has been in contact with water no fluid, diesel or water will 
pass. It is not clear that the aquablock feature is 100% efficient.It 
may be that the aquablock media will not stop emulsified water, as it is 
no longer "true" water.
4. If the bowl fills to the top with water, then shortly after the 
entire filter surface will come in contact with water and all flow will 
stop as described above.

What I have written here describes clearly the way in which the water 
filtration process works in the racor units, as I understand it. The 
official description is much too simple and fails to clearly define what 
actually happens.
