T&T: Anchoring and coll regs

i rarely use my anchor alarm but i prefer to set it  when the anchor is set,
using the boat current anchored postion not where teh anchor has been
dropped.

this way, if the boat swings with a wind shift, the alarm will sound so that
i can make sure we are clear of other boats or that the anchor is still set.
