T&T: Anchoring and coll regs

When anchoring is designated areas ( the "Special Anchorages" magenta
enclosures on charts) there is no need to keep watch nor even use anchor
lights.

Otherwise, an anchored boat has no special privileges over another that is
underway. Unless you anchor in an area where passing boats are expected,
nobody I know keeps watch all night. Anchor lights are a good practice but
don't guarantee safety. Your chances of actually being able to see anything
and actually do anything when at anchor at night to be able to maneuver from
another boat underway are pretty limited.

As noted by others, a night watch in storm conditions is a different matter.
You at least have a chance to see a boat drifting down on you...whether you
can maneuver out of their way and avoid entangled anchors is another matter.

A minimal "watch" of sorts can be maintained by using an anchor alarm which
can be heard at your bunk in case wind shifts or your boat drags. A noisey
"thunk" sound at night indicates it's time to check and see what's going on
oustide!!!
