The Colregs line has nothing to do with the issue of standing an anchor
watch.
The standards which require an anchor watch are pretty well defined by
court cases involving past accidents. A list of requirements are on
pages 103,4 of the 2005 edition of Farwell's Rules of the Nautical Road.
