I think it has to do with probabilities and expected value. We expect we'll 
need a tow but don't expect we'll ever make a claim on an accident or some 
kind of damage. So much so, that we're crazy enough to pay several $1000's 
per year for something we don't expect and a simple $100 for something that 
we know is around the corner.

Besides I consider the annual $100 as payment and maintenance for a virtual 
"get home" engine. Much cheaper than a real one that is never used.
