T&T: ABYC: fuel filter fire rating

This has come up before on this list and I seem to recall that this
requirement applies to boats being operated commercially, not basic
recreational boats.  However I'm not positive on this so perhaps someone
like Kevin Redden who is very familiar with these sorts of requirements
can re-post his knowledge on the subject.
