My ex-neighbor's dive boat had the same problem with about 30 turns
of the wheel to go lock-to-lock. I suggested shortening the rudder
arm. He never did, just used it as it was. His helm pump was way too
small for the cylinder size. The boat was only about 25' long, made
of aluminum with a DD 6-71T. It would do over 30 kts, or so he said.
In his case, shortening the arm would not have made turning the boat
much harder, if any. The rudder arm in his boat was made so that it
could be cut and re-drilled with no loss in strength. He was on an
"austere" budget, so i guess he didn't want to do anything that could
cost him anything.
