Lack of proper turbo boost will cause the engine to overheat. In effect it is
an overload condition, more fuel than available air to utilize it. Also, the
boost air provides a cooling affect for the engine. Faulty rebuilt turbos are
not uncommon. I usually check, check and recheck a turbo befor rebuilding it,
and then I just buy the parts and do it myself. You can rebuild a Garret or
Holset turbo for around a hundred bucks, Switsers and some others are about
twice that, just for the parts. This includes a new turbine/shaft assembly,
which most rebuild shops don't replace.
