Be careful, Virginia levies a personal property tax each year on the
boats registered in VA. Those that can, including two of our friends on
the dock here in Tracys Landing, MD are VA residents and choose to
register and keep their boats in MD for just that reason.

Below you can read the question and response from the Virginia
Department of Game and Inland Fisheries, they are the 'boat registration
  guys" in Virginia.
His response indicates to me that registration is not required in
Virginia, but he hints at the problems other states, like Florida may
  give you.

  Cole,

You are correct. A boat can not be both documented with the US Coast
Guard and titled with a state. You may choose whether to document it
with the US Coast Guard, or title it with a state. I am attaching an
application should you wish to register and title the with Virginia.
  The form comes with instructions.

Some owners of documented vessels choose to "register only" their boats
with our department. They usually do this to prove to other states that
they have paid sales tax. Some state require that this proof be shown
if you motor/sail through their waters. If you choose to register only
your boat, let me know and I will send you an application.

  Subject: Documented vessel

  Good Morning,
I recently purchased a USCG documented vessel. What are the Virginia
state requirements, if any, as far as registration of the vessel is
  concerned?
I have been told that it is against federal regulations for a documented
vessel to also hold a state title?
  Thank you for your assistance.
