T&T: Dinghy CLeaning & Paint

I have used BOATNUMBERPLATE.com with great success. My dinghy is stored in
the Lazerette and is constantly inflated and then deflated. The numbers have
never come off and are in excellent condition. The URL is below.

Just purchased a new hypalon Avon. I have coated it with 303 and am now
ready to paint on the registration numbers. I will need to clean the area
where
I will paint the numbers and remove the 303 from that area.
* Best cleaner prior to painting?
* Do I have to purchase that "special" dinghy paint for the
registration numbers or is there a product at the local hardware store I
can
use....that will last?
