T&T: Dinghy CLeaning & Paint

Morning All,
 
Just purchased a new hypalon Avon.  I have coated it with 303 and am  now 
ready to paint on the registration numbers.  I will need to clean the  area where 
I will paint the numbers and remove the 303 from that area.  
    *   Best cleaner prior to painting? 
    *   Do I have to purchase that "special" dinghy paint for the  
registration numbers or is there a product at the local hardware store I  can 
use....that will last?
