T&T: Fernandina Beach mooring field

I'd still like to know how they were able to take over waters that are not within
  their city limits, get grant money to install a mooring field and now charge 
  cruising boaters for the use of it. By the mentioned fee structure it doesn't
  appear to meant for local folks to permanently store boats on it. Just another
  way to stick it to the cruising community.
