This type of thing is becomming more common as slips are more difficult to
come by.  The marina obviously wants to decrease their liability--which can
include sunken and derelect boats.  Although I understand the apparently
unfairness, it is a protection for those who do keep up and use their boats.
If they don't allow sanding, it must be California!

Good luck--but first I would observe what takes place on other boats before
you take yours.
