I would not consider "jacking against the opposite side--you may well get two
bent tubes in opposite directions.  I assume that there is a pin you can take
out.  Then you remove the ladder.  I would put it on 2"  boards, on top of
concrete, then start with dead blow hammers to tap it slowy back into place.
(the bent area suspended.  It may have a little wrinkle--but look decent.
There are hydraulic tubing benders which could also straighten it--or in the
other hand--you could just aske the person to replace the ladded.....But
probably the good will is enough to attempt repairs first.  Also you can cut
out the bent area, and a good welding shop can replace that area, and polish
it so the welds are not visiable.
