I would hire another surveyor to verify the finding. Or take a core sample 
of the stringer using a drill bit. Determine the extent of the stringer 
deterioration--if any. Then fill the holes with epoxy. You may find that 
there is actually little if any rot. You may find the moisture meter was 
wrong or the operator made a mistake.  In other words, you don't have 
enough information to make such a drastic decision.
