T&T: Stability Tanks

Carl, this is an old, tried and true technology.  When I was in the 
Naval Architecture program at Michigan they were around then.  And that 
was in 1962!
In the back of my mind, I seem to remember that there was a certain size 
limit, under which they were not all that effective.

Try a google search on passive stabilization tanks.
