Soak your strainer and basket in Ridlime, LimeAway or my favorite, LRS 
(stands for lime, rust and scale). These are available at the cleaners 
section of your grocery store.

Some say that bromine tablets work. They probably will keep the critters 
from growing in your basket while at the dock, and it is the critters that 
lay down the scale. Could be bad on your seawater cooler though.
