T&T: Active fin stabilizers

I interpreted the question to be "how much more fuel will a boat use after 
installing stabilizers and how much bigger would they need to be at 6 knots 
compared to a faster speed ?" I'm going on the assumption that a slick 
bottom has less drag than one with appendages, therefor, on or off, the fins 
would decrease fuel economy to some extent. I to would like to see some real 
world data on this befor I make the commitment to a type of stabilizer.
