Probably the two statements are about the prices of apples and oranges.

The $8000 price looks about right for a complete engine less all the 
parts that can normally be taken off the old engine and placed on the 
new one, such as starter, expansion tank, alternator, manifold, etc. 
The $13,000 price looks about right for a new "drop-in" engine that 
is totally ready to run when bolted in and set up. I can honestly 
claim to know nothing about Lehman engines, but these prices are 
comparable to a Cummins 6BT5.9M.

When stating the price for something like this, in order to avoid 
ambiguity, the statement should include all of the quantifying 
statements, such as "no accessories included", or "all accessories, 
including yadda yadda... ", etc.
