The post I made 30 minutes ago hasn't shown up--so I'll give a quick summary:

AARL news brief Nov 22.  There is a statement that the FCC will be working to
fix the error that J2D transmissions will not be allowed (Pactor III) before
the Dec 15th deadline.  I suspect that one of the reasons is that a majority
of the critical data information which went out of the diseaster areas during
the major Hurricane areas last year, went out on Winlink, when the other modes
of communication went down (cell phones, radio batteries gone, satellites
overloaded--the amature radio operators with their own power supplies and gear
were there.
