You just accurately described the Wednesday night beer can races in 
Annapolis. I never sailed in them, but they were great fun to watch- either 
from my boat (a sailboat at the time) moored where you were, or from the 
shore front restaurants where they would tack within feet of the dock.

These beer can regattas are sailed by regulars who are very good sailors. 
Yes they probably hit a moored boat or each other from time to time. Several 
years ago there was an incident that caused significant damage.

But as someone else noted, Annapolis is the sailing capital of the US and it 
is not likely to change.
