Probably not, but I bet they were the best trained for water rescues, helicopter rescues, and other water biased exersizes.That quote did not say thaey had to be trained in machine gun operation for Katrina, only that that all Coast guardsmen had to be trained to handle any situation anywhere.

 Of course the public had guns, and were firing them
