T&T: Bottom Paint Warning

Received a letter regarding the wacko-enviro program for bottom paint.
After spelling out the time period for compliance, this was added:
Compliance-VOLUNTARY compliance is requested in reducing dissolved copper.
Replacing copper bottom paints with non-copper (?) bottom coatings can do
this. Please talk to your boat yard about non-copper bottom coating options.
What is the penalty for non-compliance?- offenders can be fined. If the
boats in the marinas and yacht clubs do not VOLUNTARILY switch to non-copper
bottom paints, extreme(?) measures will be activated.

I accented the word VOLUNTARY to expose the program for what it is;
wacko-enviro fascism. Interestingly, only the little people will be hurt, as
the owners of all the foreign-flagged mega yachts will easily be able to
afford the change.
