The best thing to use for the "sticky fenders" is one of the orange hand
cleaners.  After they are clean, soak them with the 303  protectorant for
vinyl.  Using the 303 will help to prevent this deterrioration in the first
place.  If you use laquor thinner or other petrolium based solvents, it will
just make the fender stickier...

Also, consider making a cover for the fender after cleaning and protecting.

We were able to restore some of the 24" ball fenders we had found floating in
mid ocean and use them for several more years.
