Answer:
Yes, (effectively) if expressed as 110V service
No, if expressed as 220V service.
As I previously stated, it really depends on what your boat's systems require. If your boat as two isolated 110V XA systems, then it really doesn't matter if you get 1 or even 2 110V services or a single 220V service. If you use a 220V service, your boat's wiring will look at the two 110V feeds that make up the 220V feed as to independent 110V feeds.
If your boat's systems are 220V, then you MUST have two out of phase 110V feeds or a single 220V feed.
