I have never attached a chair to a Zodiac, but you might consider 
using "T-Nuts". I have used 1/4" SS ones in many installations that 
require a strong fastener and a bolt that does not protrude beyond 
the nut (in your case, to prevent abrasion). The nut is inserted into 
a hole on the backside of the board, and are driven into the board. 
Sometimes, I use a Forstner bit to recess the nut (about 1/16") into 
the board if it/they are thick enough. T-Nuts have a washer (about 
3/4" D on 1/4" T-nuts) that is integral to the nut and keeps it from 
pulling through the board, as well as points to keep them from 
turning.  They have a long nut - about 1/4", so the end of the 
bolt/screw can be flush or just slightly below the backside of the 
nut and still is very secure. Drill the hole for the nut's barrel so 
the nut has to be driven into the board. You should also install a 
backing board if you can, as a chair could exert a lot of pressure on 
a board. That is how I installed my lower helm seat on the Celestial. 
Works great!
