T&T: Electric fuel pumps

I have used pumps between the tank and the fuel filters--BUT put in a fine
mesh filter before the pump, to prevent any coarse debris from plugging up the
screen in the pump.  No problem with lift pumps.  Before the Fuel filters
makes it easier to full the filter after element change.  Valve it so it can
be used for polishing, or just a passive flow thru.
