I used a Forstner bit to remove the plugs when I removed the teak deck
from my flybridge.  A Forstner bit drills a flat-bottomed hole - if
you get the right size, and position it carefully, it will remove
_just_ the plug.

I did try the "drill a small hole" technique that another poster
mentioned, but it didn't work for me.
