T&T: ABC's of repainting aluminum?

The proceedure that I have used with professional looking success is to sand to bare metal or to solid paint, paint with a primer and then top coat with the one-part, epoxy appliance spray paint sold in most do-it yourself stores. When the entire piece is painted, it looks like factory new and holds up just as well.

a little chalky. There is paint flaking off where I can see aluminum
underneath... my guess is that they've been repainted before. I have no idea
what to do, use, etc. Do I need to remove all the current paint? Methods?
Primers and paint to repaint with? I want to DIY, so something brush applied
or that can be sprayed without special equipment would be nice. Basic white
for color. TIA.

You know you've had a rough night when you wake up and you're outlined with
chalk.
