T&T: ABC's of repainting aluminum?

Keith, I had to repair my boom 7 years ago. ( don't ask ) When it came back from the welder, I sanded it with 220 grit then wiped the bare aluminum spots with vinegar. Some old timer once told me the acidity in the vinegar helped the paint stick to aluminum. I then sprayed with Rustoleum. It still looks good.

I need to re-paint my boom and spreaders... the mast seems to be fine, just 
a little chalky. There is paint flaking off where I can see aluminum 
underneath... my guess is that they've been repainted before. I have no idea 
what to do, use, etc. Do I need to remove all the current paint? Methods? 
Primers and paint to repaint with? I want to DIY, so something brush applied 
or that can be sprayed without special equipment would be nice. Basic white 
for color. TIA.
