T&T: Gulf Coast Filter -New Question

Yesterday when I finished polishing the fuel in one tank I switched over to
polish the fuel in another tank.  When I started the pump and checked the
flow window with its red paddle wheel I noticed that the window was only
half full of fuel and the wheel was not turning although it appeared that
there was some flow - I made this assumption from the bubbles I could see in
the flow window.

I shut off the valve (my pump pulls the fuel through the filter) until the
pump stopped working and then opened it again.  The when the pump started
the window filled up with fuel and the wheel started to turn but this only
last a few seconds.  The fuel level in the window dropped to half full and
the wheel stopped turning.

Since it appeared that there was some flow I let it continue polishing the
fuel overnight.  This morning I checked the window and nothing had changed -
it was still half full of fuel, the wheel was not turning but the bubbles
indicated flow.  I switched it over to a third tank and got the same
results.

The yard that built my boat and installed the polisher told me that the
polisher could be used to prime the system but I didn't get around to asking
how this is done.

Could I have lost the prime the in polisher?  Anyone out there have any
ideas?
